Yeah it is a drug. Obviously drugs don't have to be illicit to be drugs, as legality varies from country to country. It doesn't need to be addictive to be a drug either. LSD and shrooms are completely non-addictive, but are still drugs. Caffeine is a drug, if a very mild one.
