@Grief made an XMPP server if you would like to use that, I'm currently using it and it works fine. You just need to talk with others that have OTR or OMEMO enabled.

Your good just make sure hexchat is setup run thru tor properly an your as good as you can be. Don't introduce any free open proxies found online in the mix that will only hurt your security. IRC is old an security wasn't a huge concern back when it was popular so always try to use servers that support SSL an connect on that port at least but by default server admins and owners can see all of your messages even PM's so just keep that in mind when using it. There may be some encryption plugins that might work with some servers but you will have to do some research on that one because I haven't used IRC a long time.

Is IRC still active? Genuine question, I fell out of my channels years ago, didn't seem like anyone was around anymore. Always liked IRC.

Fair enough, that's what I figured at least. It's a shame, there used to be some great channels. Depending on the server at least.

I do. I used to get all my files from IRC before moving over to newsgroups, Wasn't a fan of torrents. Now weirdly, torrents are the most stable option again.
