You are partly right. The financial success of a ransomware attack depends largely on the target chosen.they may be motivated by political, ideological or simply reputational reasons, furthermore, the costs to carry out a ransomware attack are relatively low compared to the revenue potential if a successful attack is achieved , it is more feasible to choose private companies.

in my view, i can justify ransonware for ethical propose. it means make an attack as protest action again injustice. otherwise i m not in favour of ransonware attack. Bur i respect any opinion
