I'm not sure either. I think streamers like Pirate Software helped contribute to it's growth a lot, though.

What I don't understand is how they could issue that game without receiving a legal notice from The Pokemon Company. Stephen Totilo asked Don McGowan, formerly of TPC, about it and he said: “This looks like the usual ripoff nonsense that I would see a thousand times a year when I was Chief Legal Officer of Pokémon,” he said. “I’m just surprised it got this far.”
Some skins can also add actual Pokemons to the game... as if Pals don't look sufficiently like Pokemon clones. Ridiculous.
