I have used ThePirateBay to download games several times. You just have to be very careful, I recommend downloading from VIPs or Thrusted users (Pink Skull and Green Skull icon).

Another place that has reliable download sources (not all of them are via torrent) is the megathread on the r/Piracy subreddit.
