I mean yeah that could explain it, I don’t quite get if its legal (if the admin hasn’t done anything ofc)

I mean, they could arrest 'anyone' on this site, they have probable cause to.

1) Scare tactic
2) The admins are easier to target than every individual who might happen to stop by once or twice.

I would think the FBI must get lots of info out of admins and mods. Although not sure what info they would have on each other but yeah, the FBI with all its resources would go for anything they might think has potential info.

It's not like BF admins has done anything.

They mostly go after the admins too because they have access to the site data possibly too, and they can almost change everything on website like Shiny prob.

I mean, can they legally arrest purely because they have access to the site?

No, they can't. You're doing nothing wrong just by staying on this forum. None of the attacks are declared before they happen, so no info you read here can be used against you.

Also, if you purchase nothing, it means you don't help groups and do not take part in illegal activity.

As for me, you could be a cybersecurity researcher who is surfing the Dark Web for your own reasons.

My guess is because some of the forums members actually breached some sites and uploaded the databases here. However, if this site didn't do any of that, and just uploaded DBs other people had breached, then the FBI wouldn't really care (it would just be called 'open-source' information at that point).
