Look at it realistically, 
the common mortal human is lazy and loves being comfortable hence is incapable of understanding the concept behind Tor.
user base would decrease dramatically.

I agree on the "user base" decreasing.  It is a business decision as the larger user base would not be able to both understand, nor setup Tor in order to access the emulator.  It would be safer I agree from the developer's perspective, take the now dead Yuzu project  as an example, if it has been released on Tor it would have been much more difficult for Nintendo to shut them down.
