yeeesss!!!because Cloudflare uses Next Generation FireWall like Fortigate and so on. 

My advice is to only report the domain if there are provisions that violate it or report it to Cloudflare because there are subscribers who violate the ToS rules

Just do what the real hackers do and take over several computers, creating a botnet and have them all target your website of choice
