I would say China. They seem to be able to do whatever they want without any pushback.
Russia is obviously in a long war right now, America bombs people pretty often. South America riddled with drugs and gangs.

You have to also think about internal unrest, if you consider that similar to war like I do. You don't want to live in the UK in London, or anywhere in the EU, where they have islamic extremists raping kids and killing people nonstop. Diversity is division. Homogeneity is unity.
And I would still suggest China over Japan since Japan always feels threatened by China, and it's also a weak country. No one wants to fuck with a strong country.

There is no best to country to live in with only pros, every one of them have pros and cons. You should decide for yourself what is the most important things after war (etc you already specified) to you and pick one that have them. Good luck!
