Hello everyone. I need a tool that can help me scrape Telegram users on large quantities from groups, send messages in bulk. 

Does anyone know if such tool exists or who sells such?

You mean in real time? Telegram allows to export data from groups and chats. There are a couple of tools coded in Python in GitHub that may help you. Take a look at https://github.com/topics/telegram-scraper
