When I installed Stock ROM on my Android phone, I was able to create a Gmail account without using a phone number, but after using that account for a while, my account was locked and Google asked me for SMS verification. I don't know if there is another way, but even if there is, it will probably ask for SMS verification after using it for a while.

No mobile verification at all? Or just not your phone. Because you could get a burner or use an online service like quackr.io

Hi mate, I used to use smspool.net for this a few months ago, give it a try. They take crypto, you can transfer a small amount, like 10usd worth of monero and start playing with it. You get temporary numbers just to receive the activation code for the gmail account. However, I would highly suggest that you also use an IP related to the virtual phone are you are renting...Good Luck Mate!
