Data breaches require either socially engineering someone with access to the database and getting the data through them, or having an insider that then leaks this data.
If you want to find someone's data, you might have to send them a malware and get them to run it, or finding information about them through pre-existing, randomly scraped data breaches.

You can try finding which data breach might feature their information if you use Dehashed to look up their different details such as their name/username or which country they live in. With enough random information, you should be able to find their email. From that point onward, it's a pretty easy process. Just use haveibeenpwned to determine which breaches have their passwords or whichever data you are interested in, and try that instead.

If you can't find data about this person or can't find the particular piece of info you need, you are most likely going to need to either send the person malware or simply manipulate them into giving you this information.
