Total cost of fighting terrorism unfortunately. Remember how many Iraqis died when the anti-ISIS coalition fought against ISIS? How many Afghans died when the U.S. bombed Al-Qaida?
That's why terrorism thrives, because they exploit our pity for civilian casualties. There is no other way. At least Israel allowed Gazans to move to the South (Knowing probably that also many terrorists will escape too).

It is black and white in fact, and you can see it from all the factors.
