What is the essential thing that need for starting in programming like make a web.

• Which Tools?
  
• Security and privacy measures?
  
• How to restrict that on the web does not save any data of the person who browses in it?
  
• How to calculate traffic so that the web does not hang and is always active?

I'm not an expert on web development by any means, but you'll want to learn the foundations first such as HTML and CSS first, then move on to JavaScript. I believe those are your essentials.
In terms of security I believe that will come down to how you program, and how you set up your web server.

I'm sure someone can give you a more in-depth answer if you're looking for one.
