Realistically even if it helps them gather a little intel and centralize "bad guys" then its probably worth it to them, so far at least from what we know it seems like they've only had limited success using it as a honeypot but i'm sure there has been evidence gathered that solved a case for them that we don't know about.

i would assume the popularity of tor and usage, and at some point ease of use (hosting relays) would subset any governmental influence it has (trap-relays)
