I saw all of Dragon Ball and also Naruto (not counting Shippuden), without hesitation I think Dragon Ball is much better. Not only do I think it's better than Naruto, but I think it's one of the best anime I've ever seen, and it's also the best for most Americans according to polls.
This masterpiece leaves satisfied any entity that sets its eyes on it. It seems very complete to me and it also marked my childhood, what more can I ask for?
On the other hand, I have to admit that I also loved Naruto, more than anything at the beginning, then the performance dropped a little and finally from chapters 140 onwards it had an irreparable decline, since these are very boring (they are all filler). Leaving that aside I think it's very good, the plot is good and the fights too... It's very well structured.
As for Kishimoto, well, he was a big fan of DBZ (like many other manga artists) and he even confirmed it: he was Naruto's role model and has several similarities. Without going any further he said that Naruto's clothes had those features and colors like Goku's, one example of many.
