I love this idea! It encourages skills development while boosting security. Great way to help smaller organizations too!

Of course it would, but nobody enters Government for the benefit of all anymore...

And that is precisely what is wrong in this world. A governments must important function is to protect and serve its citizens. Not just some, all. Self-interest has no place in government. Unfortunately, all too often it finds a prominent place at the table.
