In the United States, there is something called FOIA, the Freedom of Information Act. It lets you access many government documents. They do not release secret documents, and lots of documents with sensitive data gets redacted. But they are there.
The first one in your sample can be found at https://archive.org/details/TheNewHuman5...letype.pdf -- it was originally a secret document, but the "DOWNGRADE 17NOV2020" at the bottom means that it was scheduled to be declassified on November 17, 2020. So no longer secret.
You "Animal Mutilation" PDF, for example, is at https://vault.fbi.gov/Animal%20Mutilatio...f%205/view
The CIA_JOIA.pdf can be found at https://majesticdocuments.com/pdf/cia_joia.pdf
So not leaked, these were released by the U.S. Government.
Of course lots of people here are gullible, and will continue to download these, imagining from their parent's basement that they are really exciting spies!
