The main government authentication OAuth server was compromised, which in turn poisoned every client that used the gov as a trusted authentication authority (website clients can be as diverse as univeristies, political parties, shops, electricity biils websites, police bodies, and most notably, the IIV (Ministry of Internal Affairs) HR system) It was used for identification of users of Digital Government System, providing access to government bodies and non-governmental organizations for obtaining various state, educational, banking, commercial, and other services.
There is 15 million users extracted from the compromised OAuth servers alone, not counting the others from IIV.UZ/IHMA.UZ/STAT.UZ/UZMRC.UZ. There is also a full scale compromise of the National Agency for Social Protection (IHMA), which contain all the medical data referenced in the post. The Internal affairs PII informations (IIV.UZ) are a direct consequence of the compromise of the Oauth server from E-Gov, which is used as a trusted authenticator like the others.
The same goes for the National Agency for Social Protection (IHMA.UZ, Health data), and Uzbekistan’s National Statistics Committee(STAT.UZ), and Mortgage Refinancing Company of Uzbekistan (UZMRC.UZ).
