I've been testing the breachforums.rs search tool and it's really awesome. Could someone explain how I could set up a similar bot to use with my databases?

You need to have a server to host the databases and build an API between the Telegram bot (use @botfather to create it) and the db. There are some very nice python libraries you can use to make the connection between the bot and the database.
