Can anyone recommend best way make email accounts without needing a phone number to verify?

If you got a gmail, just keep adding a +1 to your emails id
eg. user@Gmail.com user+1@Gmail.com user+2@Gmail.com etc etc, that way they're also consolidated into the same inbox

You can create Tutanota and Protonmail without phone number.

yup you can use protonmail with optional recovery method through phone
