I'd say the best way is to send an email that gets them to go your website where you log their IP address.

Yes - check out if they're in any breaches to track down their interests (AnimalJam or LinkedIn profiles too)

Then use that to craft a specific email that they'd probably click.
=> a job specific to their profession/career
=> personalized
=> making reference to knowing someone linked closely on LinkedIn
=> offer lots of money

Hopefully they don't use a VPN. If so, maybe throw in a PayLoad to phone home every once in a while.
