Not sure how you're getting there. I've tried with 3 different browsers and wget, even tried a VPN in Germany where the IP is located. Wireshark shows SYN packets heading to the server and apparently disappearing without a trace (no SYN+ACK or other response).

With no response to the SYN+ACK, no browser will be able to get there (e.g. the server isn't block the browser, the browser isn't blocking the website). Either the server is way overloaded (e.g. under DDoS attack), or it is blocking based on IP. Those are the only 2 possibilities I can think of.
