The deepest the web goes is large private networks isolated from the rest of the internet, owned by corporations and stuff. Don't get yourself spooked with made up creepy pasta stuff. They can host websites and stuff on these networks for sure but it isn't what you're thinking of with a whole "deeper than the deep web" kind of thing.
