Your "credit system" doesn't prevent users using spam or leech content from downloading the database they want

In many forums there is this debate. The question is simple, under the pretext raised by the thread creator: Spam, meaningless comments or simply to get credits. Yes, the account from where it is made should not increase your credit. Moreover, after warning (for example 1 message) the account could be closed for leeching or spamming.

On the other hand, if the pretext is from any account you comment or publish certain content (according to interest, knowledge and topic of who publishes). No, it should not be penalized and that account should increase its credit (remembering that the fact of not being part of the payment group means that it is leeching).

Another measure, which seems to be already implemented, is to limit the number of messages per day.
