You can identify the approximate location of the device, perform a port scan for vulnerabilities, and find out what services are running on that IP.

Dude very vague question.

It depends on the device it is connected to, if it is your IP address (unmasked) then your provider can be identified. And as mentioned above may reveal geolocation data (questionable accuracy).

If it is your infrastructure VPS or what not, gives a hacker a target, something to scan and pop.

need some context for this?

They can't do nothing except exist as numbers

IP address helps devices communicate and connect to the internet, acting like a digital address for online interactions.
and an IP address can order pizza for your neighbor!

Internet service providers (ISPs) retain records of users' identities and their IP addresses,
allowing law enforcement, hackers, and government agencies to access them when necessary.

It can tell you someone's approximate location such as city mainly. If you wanna just kick the person off the internet, usually you can report their IP and from what i remember it gets cancelled and the person gets their internet access cut.
IPs themselves can't do much tho except connect to servers and stuff tho.
