While both VPN and proxies reroute your Internet traffic to mask your IP, VPN offer a higher level of security and privacy by encrypting all data between your device and the VPN server, thereby protecting all Internet activities, preventing eavesdropping by Isp's, hackers, Or government agencies. Where proxies only handle specific applications and where browsers without encryption providing less and privacy and security, but often have better performance for certain tasks.

In the way normies use them there is no difference
A vpn can be used to create a remote corporate networks, while proxies are only design to forward traffic from point A to B .
