Can someone please explain in simple terms wtf is going on in Texas at the border with Mexico?

Too many people immigrate from that border to US recently, which causes Texas to take the matter in the own hands by sending guards or erecting barriers. This triggered a lot of flak from liberals and then Biden decide to overrule Texas and let the migrants keep coming in, which then becomes a serious dispute which some fear might result in civil war.
