Can't you use WSA? Install amazon appstore from windows store, then from here if you search "android" you'll get android subsystem as app.
You can install app from the store or by sieloading them with adb sideload.
There are a lot of guides for the sideload in WSA (even if is really easy).

Gennymotion is another way to do this.

Well if you're using a Chromebook, you can just install Google Play and then install the app.

If you're using a Linux, PC or Mac, the most obvious install is to install the Android app which includes an emulator of a generic Android phone. And that should work.

Probably other ways, but that's just off the top of my head.

For testing Android apps on PC, two options reign supreme: ARC Welder, a Chrome extension offering lightweight app testing without full emulation, and Android emulators, like Bluestacks or NoxPlayer, providing a complete virtual Android environment. Choose ARC Welder for quick app checks, and emulators for in-depth testing or resource-intensive apps.

Just use adb. You can set up an Android VM with any of the popular tools, Android Studio is an easy choice.
