Interesting views.... anonymity.... one is looking at this from the perspective they are using their own house lines.... or logged into the Google Machine and can be tracked. I highly recommend using a bootable LIVE CD distribution... and go somewhere that will give you access to many WIFI networks that are free.... such as cafes, hotels, and libraries. Jump networks as needed to move your IP. VPNs... while nice, they know everything you do. TOR, while nice is very slow. Combining the two slows things down even more and the VPN service does see everything you do. The WIFI jumping is usually faster than a TOR connection, and hard to track, if at all. You can access WIFI networks (with the right antenna) from miles away, so cameras are not an issue either.

If you are going to use TOR... then just use TOR. If you want to make it harder for feds... then connect to many entry points at once. MANY!! Then use the various tunnels to add confusion. How will they prove you did something through one tunnel or another. Again... LIVE, bootable OS builds help... enable when needed and turn off when done. All OS activities can be wiped out and you just have data, which you can encrypt out the whazoo.

My advice.
If you are searching what is best TOR + VPN or VPN + TOR, you'll be better just with TOR, because configuring combined setup without knowledge will mostly lead you to possible leakage of your identity.
Just use updated TorBrowser and you'll be fine.
