Were they homeless or something? I've seen it before where you'll have a bum or druggie just staring at people bug-eyed, then walk away like nothing happened.

True. Some guy at the gas station was starting at me. So rather than deal with him, I filled my tank only half way and left. I was on a tight schedule and didn't need added drama.
