I think that forum Staffs/Admin must implement a policy to redistribute credits from permanently banned user accounts as a community engagement initiative. 

    
These credits could be:
      - Credits should be awarded to active members depending on their activities on the forum. [ Member of the Month in Database, Stealer Log , etc]
      - Start a giveaway [with certain rules] and donate those credits to the winner.
      - Start a competition over various section [For eg: how to  bypass AV, any privilege escalation, Poc for CVE, HTB, databases, logs and much more] each month and the best answer/solution should be              rewarded with those unused credit and also with some upgrade [At least a VIP upgrade].

Its better to keep it as a credit sink to keep their value up. Giveaway of deleted accounts would devalue credits.

In fact, this is a good idea and I suggested implementing it when Baph was still with us, but the problem is that doing such a process manually takes a very long time and is problematic (A lot of users are banned everyday, besides, not everyone has at least 50+ credits), and automation of this process is impossible.

Coding this would be a nightmare.... It's simpler to just let it be.
