And after ban he should receive 10$ for his service. We spoke after deal dispute, he said that need extra 3 days to proceed ban. Before all that said that ban takes 30min max, i refused to wait, and prefer to get refund. no answer anymore(

There's a "price" to a service, you cant call it a "donation".

As you were aware of which number to ban before you accepted payment - you can either refund the amount or ban the number as requested by the buyer.
