You agreed upon a price for the database, and you stopped responding once you were paid half, cleared the chat and the blocked the buyer. You've had issues about selling public data in the past. Considering these, and the fact that you refunded the buyer (only upon confrontation) - you will not be banned for now. However, you will have a DWC tag on your profile and that is non debatable.
