No one pays for your work if you didn't clearly outline it. I'm not sure i even understand what work you put in if it requires a russian number to even start that service - what did you do besides accept the crypto?
Refund them the money, or it's a ban. It's $15 and if that amount seriously is going to destroy your entire business maybe you need to rethink about your place as a vendor.
