SUGGESTION User input on staff applications

I noticed non-staff members cannot comment on staff applications. I think this would democratize the process, surface hidden support or opposition, and generally be an improvement on the process.

Yeah, this is actually a good idea @kaz. It would democratize the process and allow users to express their opinions about future staff candidates. I think it would help admins learn about candidates achievements and mistakes, as well as users opinions about them.

Although the problem in this situation may be that it can also cause conflicts
