Trump could have done it last time and I read he wanted to pardon Snowden but in the end it didn' happen but to answer your question, yes, defo it is possible and it can happen soon.

If the powers that be wanted to pardon snowden wouldn't they already have? also why would snowden want to come back to an america that's arguably sigificantly more volatile than the one he left

Edward Snowden may have caused too much bad blood with the US. I have heard his story so many times and he got fucked. I dont know if the US could be humble enough to give him a break
