I would say no, you don’t HAVE to be a programmer to be a "hacker". Just knowing shit like basic network security and social engineering can get you far. Hacking (at least to me) is more about creative problem solving and understanding systems. If you are good with exploits or can talk your way into thing, you are already in the game. Knowing how to code can definitely help in the long run tho.
