You have to differentiate between (1) handing over logs and (2) cooperating with law enforcement.

While many VPN providers may be zero log, they will not have any immediate or historical logs to hand over when the LEA (Law Enforcement Agencies) ask for them - thus for (1) they cannot give them logs.

However, this does not mean they will not cooperate with LEA as failing to do so it considered interfering with an investigation. Therefore, they might start adding tracing and logging when requested.

i not use this surfshark. would say base on recent news regard mulvad is good bet to stay with them. but i really doubting that any vpn is safe when it come to world best cyber agencys. they not give a fuck. and once they compromise infrastructure is trivial to egress who is connect and from where (you think the vpn shut down in protest even if they find this out?) or to inspect all low level packet info coming into and out of company server (surf is move to netherland) when server is in a gov friendly data center.
