Is there any proven way or paid service to close a YouTube channel forever? 
Do spam reports work? 
And if the channel is at 0.5m subs will it be possible? 

What are your thoughts and is there any way?

Probably not possible, unless you know someone at YouTube or copyright claim their videos (3 separately).

They'll have like 7 days to remove the strikes, but you can always just reject them/ignore the request. After that, they won't be able to get their channel back, unless you remove them. (They can of course contact YouTube support, but they don't do much anyway).
