It depends on the person but for me: Read the documentation, and apply what you learn. Build and contribute to projects even if they're small contributions.
If you don't want to read, then substitute it for a good video tutorial.

I assume you already have the reason why you're trying to learn but really, google is your friend. Almost everything is on Youtube, too.

Well, I don't think so, I learned C first, it's my first language, then I learned java, it was easier because C, C++ and java are similar in some things. Obviously that depends on you. I recommend you to watch videos, online courses, books, all that will help you. C is a very well known language, it has a big community, you will find a lot of info about it.
