That's the thing mate. I want to know how they recover hacked accounts actually. Some hacker groups also do it.

There's no reason why they wouldn't.

It's the same reason why there's been little to no effort to solve DDOS attacks at an ISP level. It would be foolish to throw away such an effective tool.
