they simply don't want to loose their entire userbase & payoffs.  However, if you're blatantly stupid & submitting "Over 9000" flags straight in a row... then they  will be forced to ban your ass-whole.
people whose want to learn -- will be learning.
people whose simply "Want to be Looking" -- will be "Just Looking".

They do respond to it but usually they ban people who do writeups for them if they are not allowed to. also, for academy they dont care, but for the main app if you spam flags, they can ban you with high probability
