The awscli requires the bucket name. Do you can do this without the bucket name, using only IP? Here returns me a error:
The AWS Access Key Id you provided does not exist in our records. status code: 403

install winscp, setup it like the image bellow.
open advanced, put the path on directory and change url type to path

I can access the bucket with WinSCP. Very very slow download speed, only 1 file done so far.
