What's the deal with CashApp? and P2P markets

on crypto P2P markets a lot of people offer CashApp Payments, with high spread, offering to pay $1.06 per $1 USDT. I tried a transaction and I saw the person I'm talking to is not a US person. so what's the deal? are they making money out of thin air there?
