Exploring the Development of a Selective Jammer

I'm working on a jammer that incorporates whitelisting, but I'm unsure of where to start.

Is it possible to create something like this? Perhaps we can whitelist the devices that we don't want to jam by providing their IMSI. Or, could there be a better project than a simple jammer?

By definition, jamming is broadcast, the only thing that can be targeted is a direction and a frequency, otherwise it's not jamming but deauth for wifi for example,

Yes, you are right if on wifi it is called deauth. But do you think it's possible to mess with other people's network specifically with certain identification eg IMSI or MAC Address if it's deauth wifi attack, and I need a project for government intelligence.

I have developed a precision directional jammer. It operates based on the fact that if you shot something with a gun, it stops working

You can target a specific phone for the redirection (you need to have some information about the target),
but the jamming will be for everyone, for an IMSI catcher, since you have to use a jammer on one person you use it for all the people who are around too, 
on the other hand it does not matter to redirect everyone's connections to the catcher, but everyone will still switch to 2G, so you carry out part of the attack anyway, the problem being the edge effects of the jammer.

any progress on this project?
I have also tried researching about Bluetooth jamming, still nothing applicable. Of course, beside the subsonic kinetic jammer.
The only thing I got out of this is to make a big ass microwave and jam every single wireless connection in the area
