Cc is much more difficult to check for publicity, it's one thing if you leak it for free, and it's obvious that it's not so important whether it was public once or not, and it's another thing if you sell cc, some of which can be taken from the public, which is quite difficult to track, unlike the same databases, where the authenticity of the data can be easily proved or disproved with the help of other leaks, agree.

Completely agree with Massa, if they go public, chances are the issuing banks would figure it out and monitor the forums to prevent them from being used. Public cards are no good.
