I don't really get this question. You understand multiple countries have the capabilities to fire nuclear missiles right? That's the whole point of the cold war. Maybe it's 99% sending some dumb threats but that 1% is nuclear war where most people would die.
Also Putin is like a scared cat in a corner, we see it with the dam that's broken that, again, threatens the zaporezia nuclear power plant
